Most of the people in White have never needed a restoration company. That is a good thing, and it also means a lot of homeowners find out how their water system works in the middle of a bad morning. White is a small place, 661 people in the 2020 census, set along US 411 in the northeast part of Bartow County, and the questions here are different from the ones in town.

A town with a post office before it was a town
The post office came first, in 1890, and the postmaster was James Alexander White, who gave the place its name. The state granted a town charter in 1919, dated August 7, and it became the City of White in 1962. The city sits at about 860 feet above sea level, higher than Adairsville, Kingston or Euharlee.
The freeze calendar
A town this far from the interstate gets less foot traffic, so a split pipe in an empty outbuilding can run unnoticed for days.
The nearest published normals are from the Cartersville airport station. They say January averages 19 mornings at or below 32 degrees, December 16 and February nearly 14. March still has seven. By April it is about one morning.

The coldest morning in our records is December 24, 2022, when the NWS listed 7 degrees at Cartersville and 9 at Rome. A hard freeze like that is the moment a line that was marginal gives up. The burst pipe cleanup page covers what happens next, and the checklist covers what to do first.
City water, county water or a well
White has a city water department and posts an annual drinking water quality report on the city website. We could not read that report, so we cannot tell you where the water comes from. Houses outside the city limits may be on county water or a private well. Look at what comes in the mail.
The difference changes everything about a leak. On a city line, a break runs at full pressure until someone closes the valve, and your own shutoff is the fastest way to stop it. On a well, the pump keeps running, and an unnoticed leak runs your pump and your electric bill until the tank holds no more.
Wells and pump houses in a freeze
A well house is a small building with a pump, a pressure tank and a short run of pipe, and when it freezes, the house has no water at all. A heat lamp, a heat tape on the exposed line and insulation around the wellhead are the ordinary protections. If a pressure tank or a fitting splits, the water goes onto the floor of the pump house, not into the house. That is a mess but a smaller one than a flooded kitchen. Shut off the pump at the breaker before you touch anything wet.
Farmhouses with crawl spaces and old pipe
Older farmhouses in the county often have a crawl space with vents on every side, galvanized supply pipe and a bathroom that was added later. When the cold sits for two nights, the cold air comes through the vents and runs across the pipes. If you cannot close the vents, a cut piece of rigid foam board does the job for a season. Our mold removal page explains what happens in that same crawl space in a wet summer.
The slow leaks nobody sees
Not every call is a freeze. Washing machine hoses, ice maker lines and water heater fittings fail in July as often as January. A braided steel hose lasts longer than rubber, and a drip pan with a drain under the water heater turns a flood into a puddle. If the floor near the washer feels soft or the baseboard is stained, the leak has been going for a while. A leak that small does not trip a smoke detector or a sensor, and it grows mold quietly.
Creek country and the Coosa basin
The city's own website notes that Bartow County sits entirely within the Coosa River basin, and it lists Allatoona Lake, Red Top Mountain, Pine Log Mountain and the Etowah River as local landmarks. Water from White's yards ends up in the Etowah system sooner or later. For a homeowner that means a lot of small creeks and ditches. They carry quiet water most of the year and loud water for an hour after a storm.
When the freeze breaks and the water comes out
The damage appears as the ice thaws. The ceiling stain shows up after lunch, the carpet is wet by evening, and the sound of water in a wall wakes someone at night. If you hear it, shut off the main first, then find the leak. Open a faucet at the lowest point of the house to drain the lines, and take photographs before you move anything.

How Much Does Frozen Pipe Cleanup Cost in White, GA?
A burst pipe in the wrong room can mean a basement dry-out, and the typical range for a 500 square foot basement is $2,000 to $7,000. If the water sat and mold followed, the numbers climb. A crawl space is the cheap end and the HVAC is the expensive end. Planning ranges, not a quote, are all a chart can give you, so call for an on-site assessment.
| Work | Planning range |
|---|---|
| Water extraction, clean water | $3.75 to $4.25 per sq ft |
| Drying out a 500 sq ft basement | $2,000 to $7,000 |
| Mold inspection | $450 to $800 |
| Mold in a crawl space | $500 to $2,000 |
| Mold involving HVAC and ducts | $3,000 to $10,000 |
| Emergency call fee | $50 to $200 per call |
Questions from White homeowners
- Which comes first, the main valve or the pump breaker?
- On a well, the pump breaker. On a city line, the main valve. If you are not sure which you have, check your bill.
- Is White on city water?
- White has a city water department and posts a yearly water quality report. Outside the city limits you may be on a well or a county line.
- What should I close before a freeze on a farm property?
- The valve for each outbuilding line, and the vents on the crawl space. Drain the outbuilding line first.
- How cold does it get here in January?
- At the Cartersville airport the average January low is 31.4 degrees, with 19 mornings at or below freezing. White sits higher, so use that as a ballpark.
Winter work is on the frozen and burst pipe page, and the checklist is worth printing. Add mold removal and commercial restoration for the rest. Cassville is nearby, so is Adairsville, and the home page has the whole list.
